Currently the button allowing you to approve a request shows on a declined request and vice versa for declined requests, where the button to decline a request shows on an approved request. 

It'd add an extra layer of security if these buttons didn't show up in these circumstances, requiring the user to first rollback to pending before reversing a status.

We've heard from Buzzacott that this isn't an option in the available permissions.
