Brief Description: Client requesting increase to character limits on Blueprint Forms instructions and help fields

Current Function: Currently, when inputting Instructions for a Section or Field or inputting Help Details for a Field in a Blueprint form, you cannot exceed 1000 characters in the Section or 255 in the Field

Desired Function: The client wishes to increase this limit from 255/1000 to a higher value

Reason for Function: The client wishes to add more detailed Instructions/Help Details for his Sections and Fields
