Enhancement Brief Description: Client would like the Recommender's page (which should be renamed "Referee's) in IGAM to include applicant instructions.

Current Function: Presently there are no instructions.

Desired Function: Client would like the Recommender's page (which should be renamed "Referee's) in IGAM to include applicant instructions.

Reason For Function: Referees do not always know what they are being asked to do, or how to do it, so client would like to have instructions included.

Priority: Medium
