Recommender email address fields in IGAM should allow subdomains in email addresses

Enhancement Brief Description: In IGAM Recommenders section, the email address field limits the format of email addresses allowed.

Current Function: Presently, email addresses supported for recommenders are in format of name@www.zzz. (only accepts a two part domain, e.g. asmith@ucsf.edu)

Desired Function: Many email address domains fall into 3 sections (e.g. asmith@cgl.ucsf.edu)

Reason For Function: The email addresses recognized is too limited, need to allow/recognize any valid email address as valid.

    This is a high priority issue.  Our foundation handles international programs and the number of work-arounds we have to do in order to get letters uploaded defeats the purpose of the system.  In addition, many national Universities are using three domain email sections so this problem will only increase in the near future.
