NEW FUNCTIONALITY: Client would like dates to be localised to workstation in the GIFTS Online reviewer module

CURRENT FUNCTIONALITY: All dates display as Americanized format, i.e mm/dd/yyyy and include bald eagle and freedom

REASON FOR FUNCTIONALITY: Client is Australian and their date standard (along with pretty much the whole world) is dd/mm/yyyy
