Current Functionality: When updating the budget, if the updated amount is less than the appropriated amount users will receive an error.

Desired Functionality: Client would like to be able to update their budget to be less than the amount appropriated

Client Reason: Client wishes to update their budget to reflect actual budget numbers, and also show that they have overspent funds
