Brief Description: Client would like to have multi stage applications

Current Function: Currently, in GO, it is only possible to create a 2-stage application

Desired Function: The client would like to have the ability to create multi (more than 2 year) applications bringing in data from each previous step.

Reason for Function: This would be useful for clients whom have multi-year grants and ask applications to re-apply each year.
