Display "As of" dates for ad hoc reports

BRIEF DESCRIPTION: Client would like to have as of dates available for ad hoc reports

CURRENT FUNCTIONALITY: Currently, As of dates can only be used on standard reports

REASON FOR NEW FUNCTIONALITY: Client would like to create ad hoc reports and run the as of date without having to modify the filter each time. This was an enhancement for Classic gifts (case 00085054) but not Gifts Online.
