NEW FUNCTIONALITY: Client can run in progress applications report to see what's been started

CURRENT FUNCTIONALITY: CLient would like to see applicaton percent complete, x fields out of y completed

REASON FOR FUNCTIONALITY: Better reporting for cilent, can track input better
