After closing a Budget Year Window the screen should return to the main Budget window showing all Budget Years

After closing a Budget Year window, the Budget module closes altogether. Why? It should return to the Budget Module home page listing all available Budget years. Impact: Requires me to reopen the Budget Module to open another Budget Year.
