•Desired Function: Recently, a client asked if it might be possible to transfer beforehand. Since this function does not exist, she is requesting this improvement to the system

•Reason for Function: Allowing for the transfer of accounts beforehand will reduce any confusion on steps to follow since many clients would hesitate to publish to web if they feel it will make it to the wrong recipient
