Grant approval permissions, limits, etc. must be available on a user basis, not a group basis.

Defaulting grant approval permissions to all Program Officers in GO is not at all appropriate.  From an audit perspective, this is unacceptable.  Just because a staff member needs to be able to edit GO records, and therefore must be a "Program Officer", does not at all mean they should have grant approval authority.  Where did the assumption come from that all Program Officers should have the ability to approve grants?  GO Clients should have the ability at the very, very least to assign approval authority by user, by dollar value, by grant type, etc.This functionality is in Alta, and should clearly be added to GO.  This is a serious audit/control issue for funders.
