Option to send reminders to Applicant Account in addition to Requirement/Request contact Merged

Funders may have submissions from Development Officers of organizations requesting grants who then only reference their Director - who is typically not the person who submitted the grant online. Therefore the director receives the reminder but is not the person who should be logging in to fill out the requirement.
