"Previous" and "Next" arrows and "Skip" link should be moved back to the top of the Generate Email window in GO. Merged

I have some long emails to send to grantees.  Having to scroll to the bottom of the email window on each and every email in a batch to access the "Previous" and "Next" arrows and the "Skip" button is very inconvenient.  These links should be relocated back to the top of the window, which is where they are located in GIFS Alta.
