Manually order the list of codes

I would like to be able to order the list of codes both in our internal database and also in the application forms, beyond alpha order of code or description. For example, we have age ranges with descriptions: Infants and Young Children, Children, Adolescents, Young Adults, etc. These do not make sense when listed alphabetically.

    This has also proved problematic when we have 'Other' in the list and would like to have this at the bottom of the list as if 'Other' is chosen, we then have a text box for the applicant/grantee to specify what 'Other' is in relation to the question.
