Automatically publish Outcomes progress updates

Progress updates should be published automatically. Doing it manually is time consuming and there is no absolutely no circumstance where I wouldn't want grantees to be able to update their outcomes.

    Thank you for submitting this idea, Peter! To help us understand this idea a bit more: Can you tell me about when the ideal time would be, for you, to automatically publish Outcomes Progress Updates? For example...

    1. Once the application is submitted to you for the first time
    2. Once the grant is approved
    3. After the grant is approved, and some other milestones have been completed (i.e. you've received a signed grant letter)
