We sometimes have documents and activities created for requests/ payments/ requirements that aren't  yet approved or created. While I can link a payment and requirement together, after each has already been created, I can't do that with activities or documents. So I have documents and notes already in GIFTS Online, they're related to a requirement and payment that were just created, and I can't link them.
