transfer all reports when transferring the account

Several times grantees have changed their log in on their account but the reports, etc. don't transfer. I have had grantees tell me they can't see a report and yet I can see it and when investigated further find that the report is assigned to a different email address and its an email address that is outdated from a long time ago.
