Notification email sent to internal staff when a report requirement is submitted

When a report is submitted, it would be very helpful to have an automated email sent to the assigned (internal) staff notifying them of the report awaiting their review. This would alleviate the grants manager of sending reminders manually, and would prompt the assigned staff (often a program officer) to log into GIFTS Online to review the report.

    GO already sends a copy of the report to the staff person listed on the grant.
