Login for new application could present choice of creating new or accessing already-started form Merged

The login window for a specific form ID goes straight to a new form once the applicant enters their account name and password.  Rather than opening a new form the application could search for un-submitted forms with the current form ID for that applicant's account and present a choice of either opening a new application or going to a previously started form. Generally there will be only one, especially if this idea is implemented, and the case of many started forms can be eliminated or at least reduced. See also case number 14036469.

    Combining this with a slightly different, but related idea, copied below. The solution below could potentially be seen as "a step in the right direction" towards the more comprehensive solution described in this idea.

    The login window for the Applicant's Account and the login window to start a new application have different URL's but obviously use the same code.  Since it is known up front (via the URL) that the two logins have a different intent, the login window code could be modified to make use of that information.  For example, if the URL contains a form ID the title of the form could be a banner across the login window.  This would help applicants distinguish between logging into their account and logging in to start a new application, something they are frequently unable to do without a few phone calls.
