Would be useful to have ability to make request approval contingent on specific requirements being completed . . . just like payments can be contingent on requirements being completed.  I use a lot of grant requirements, but have no way to guard against a grant being approved while requirements are "not done."  I just have to monitor them manually.  I understand that grants cannot be approved until the "Complete" box is checked, but I think a "Contingent?" check box on the request requirement could be useful as well.  The Contingent check box would prevent the request from being approved until the requirement is "done."
