Allow us to add the Secondary Staff field to the pop up screen when considering applications.

This will eliminate our need to go back into the request and update the Secondary Staff field.  Doing one is not a problem but when our admins have many requests to update, it becomes a challenge for them to remember who is the Secondary Staff for the applications.  When they are considering them, however, they would know at that time who the Secondary Staff is.
