Request Requirements should have a Contingent flag.

We should be able to assign a Contingent flag to Request Requirements so that the Request cannot be approved until the Requirement is marked as Done.

This would have to be specific to a certain requirement type - and not all requirements?

For example, we have a Due diligence check requirement that happens during the application stage - assuming this would be the type of requirement that (from reading above) if we set a contigent against approval for this one to be completed before approval could occur?

But we then have a number of requirements that are created at approval/after approval - some of which are contigent to payment. But we wouldnt want these to be contigent to approval.

(hoping I have read that correctly)
