Justin, Admins can modify dashboard's but if you click on any part of their dashboard data or charts, you are taken back to your own dashboard/workspace. And then have to go back and click (each time) 1) Control Panel 2) ManageDashboards 3) Choose the person name - Modify dashboard
In classic you could click on charts and data and still stay logged into their dashboard. Not having the same functionality in SKY takes a lot more of my time than classic.
Once you Click Modify Dashboard, there is not option to Edit. You can only open the workspace which is not the same as being able to edit as you could before in Classic.

This issue has been resolved.

Admins can modify other users' Dashboards in SKY as follows:
From Control Panel, choose Settings
Click Manage Dashboards in the Dashboards tile
Locate the user whose Dashboard you would like to modify
Click Modify Dashboard
