Generate email: Signer should default to current user unless changed Merged

When sending emails, etc., in Classic, the Signer would be prepopulated by either the user, or the last used name. In SKY, it's blank, and because it's on a separate page, it's easy to overlook and leave blank. At a minimum, it should default to the current user, who will most likely be the signer.
