Allow functionality on single records/payments

Allow for single payments to be put on hold or to be paid without having to go into the payment/click the hold or pay button and then save. You can choose multiple payments and click the hold or pay button - there is no reason why a single payment cannot share the same functionality without additional clicks.

With thousands of payments to administer a year not allowing this function creates more (not less) clicks as well as a wider window for error.
