We've had some issued with submitting review forms - with them being completed and filled in by the staff member, but not submitted.

I have found a few forms like this in the system, where that staff member is either external or have since left, so the review is still showing as being in progress.

I would like the ability, as an overall adminstrator of the system, to be able to force submit these reviews through, so it clears down our in-progress lists.
