When deleting a requirement record, if it has an associated published requirement form, why doesn't BBGM automatically 'delete from web'?

Having to 'delete from web' manually beforehand is very easy to forget and also causes a multitude of 'GAD Document' retrieval errors when the applicant submits a form that is no longer associated with a record.
