Correct Subtotal lines

We have a report that is scheduled payments by month. It totals the number of payments for each month and then the grant total for the year. There is a issue in the programming of this report in that when there are no items the subtotal will incorrectly show "1 item" then the grant total will properly show "0 items". So it looks like there should be one item listed but there is none as there subtotal should say "0 items" as the grand total does.

The case has been closed on me twice as Engineering has deemed it a "low priority". Easy for them to say, they are not the ones providing the report to other members of senior management and the Board. Is anyone else experiencing an issue like this on any of their ad hoc reports?
