Some applicants request operating support so the application doesn't change from year to year. These are not multi-year applications but instead requires the applicant to actually re-apply. If they could log into the My Account page, go to the submitted page, and copy a previous application. They should have the ability to make edits as necessary - contact may change, or other minor changes.
