There is no reason for html code to be displayed with the field name in the error summary box of an application. Since there is no formatting available in the field label box, html works to bold the field label or change the font color or even increase the font size. That's beneficial and appreciated, but you've forced the html code in the field label into error summary box. Can you please delete it or add formatting capability to the field label w/o the need to use html?
