Application portal: multiple year reporting needing duplicate fields

Remove the function of fields retaining data between requirements in the same program.

See post in discussion "New Portal - Fields and codes retaining data.
We operate multiyear programs and use the same questions in our reports for years 1, 2, and 3. For example, we consistently ask if there was any underspending, and if so, why it occurred. In the new portal, we are required to create duplicate fields to accommodate each year separately. This is necessary because the portal only allows us to use a field once throughout the life of a program. If we use the same field again, the data will be retained, even if it is collected based on different requirements.

Additionally, we must create three report forms for each program, as we cannot republish the same form multiple times. If we attempt to use the same form again, the applicant will be prompted to resubmit the report they have already submitted.

It has been confirmed that this is functioning as intended. Has anyone considered an alternative solution? If you agree that fields should not retain data between different requirements, I have also added a suggestion for improvement."

Requirement forms are a critical factor and they don't need to operate in the same way to request forms. It's concerning that this functionality is not yet fit for purpose.

Years ago I created my interim progress fields in the Requirements table just for the purpose of not overwriting any responses that would alternatively have been collected by interim progress fields in the Requests table. The much bigger concern for me is not being able to publish a progress report form more than once for any grant in the workflow. A three-year project period with six-month reporting intervals would require FIVE DIFFERENT interim progress report forms before the final report. That's absurd. PLEASE FIX THIS.

Nooooo, this is quite ridiculous. Ugh, I have not gotten to creating my reports yet, but this is quite the disappointment.

Eeek - this is quite critical, and a glaring limitation with the new portal.
