Unnecessary Error Messages on Forms

When an applicant first opens a form, they naturally want to scroll through each page to review it. However, if they do so, error messages appear on any page containing a required field, simply because they viewed the page. Each required field is highlighted with a red border, and the large error message at the top takes up significant space.

These error messages would ideally only appear when an applicant attempts to submit the form without completing all required fields—not just for viewing a page. Additionally, the Submit button is much larger than the "Next" link, making it easy to click accidentally (this will be addressed as a separate idea).
