Requirement Forms to be Blank when same form used throughout a grant

In the new portal if using the same requirement form multiple times during a grant duration (e.g quarterly monitoring report) the data pre-populates from the previous form into the applicant portal and the system classes it as a resubmission rather than a brand new report. This also effects the emails the system generates as 'resubmissions' which they are definitely not.
