Give us the ability to view submitted documents in the Consider phase.
It would be very helpful to be able to view submitted documents in the Consider phase for pending applications. This would allow us to confirm the documents are indeed what are required and that they come through without any issues. If there are any issues with the documents, we could publish the applications for revision prior to bringing them into the system with problems.

We need to view documents before we can consider them. If they didn't upload the correct documents, then it's more work and to go back to the applicant to ask for those documents. (and not lose track of what requests were missing items)
Agreed - sometimes we need to open attachments like a 501c3 determination letter for additional information to confirm tax status ahead of considering the application.
