1. Currently when applications are in Pending Submission (before considered into BBGM) we cannot view attachments nor can we delete the application, I would like to have the ability to view attachments and delete application before considering request into BBGM.

BBGM development team is planning to enable both features hopefully:

1. View attachments before considering a grant into BBGM

2. Ability to delete a submission before considering into BBGM
