We have some instances where an applicant will enter multiple contacts on an application but put the same email for all of them (usually when a central grant writer is managing an application). We'd like to be able to opt out of bringing those contact records in at the "considered" phase, especially since the system only allows one record to be created per email address. Making things very junky!
