Would like to add a configuration option that only restricts organizations whose applications have been approved and awarded- in any/all past cycles, while still allowing organizations with denied or unsuccessful applications to reapply.

This is for our grant program that is one-time only award over the entire program, including applications that have been awarded/approved starting back in 2016. The current way only allows us to block applications that were approved and awarded in the previous cycle (last year).

We don't want to limit to one application per program or per cycle because the applicants make mistakes and will often create and cancel applications, and that would create a lot of troubleshooting emails I don't want to deal with. Also, a lot of the time, applications get started and not followed up on, so we want to allow another person with the same organization to get through even if the application was started by someone else in the past.
