GO Admins should be able to transfer ownership of one application only, just like the account owners can do.

Account owners can log in to their GO Applications account and selectively transfer ownership of individual applications. GO Administrators should be able to do this as well, instead of being forced to transfer the entire account. If the account owner can do it, why can't we?
