Add filter option for Organization and Contacts during the Linking step within the Application Portal. Merged

Currently any common word or name that is used to search the existing DB in Organization or Contacts results in too many findings.  We need the ability to filter these results and/or use our own search criteria to further refine the search during the Linking process.  Before the consideration creates a request.
