Allow donor administrators to decline Stage 1 of 2 requests without contacting MicroEdge help desk Merged

I have noticed, since we switched from Alta to GiftsOnline, that I no longer have the capability to decline Stage 1 LOIs.  If I have not yet generated Stage 2, I don't know why this is the case. In Alta, I had to go into the LOI "holding tank" and decline it there instead of in the workspace, but at least I had the capability to do it.
