Allow Duplicate Check logic to be customizable

The current duplicate check logic for contacts is last, first, middle name, etc. however many applicants don't use middle consistently and a contact will NOT flag as duplicate if they use "D." on one app and "D" on another, for example. Ability to customize OR change to Last, First, Birth Date and/or email would be far more functional.
