We have a two-stage application process, and often many people who submit a Stage 1 letter of intent don't actually go on to submit the full application, but because they have been given access to the full application automatically, we are then forced to ask Blackbaud to delete all the published Stage 2s because we can't decline the application until that happens, and we can't do it ourselves.
