When you have the Classification Code field/table sorted by ABC order in Grantmaking then added the new sub classification code, the rest of the table is still sorted in the original ABC order but the new code appears at the bottom of the list.

Legacy forms kept them in the correct order but new grantee portal form just add it to the bottom, which we don't want.
