Without additional status options, it's difficult to track why requirements are "not done." Many are incomplete but "open" and still need to be collected. Many others, however, are incomplete but closed: they no longer need follow-up, yet we want to keep a record that they were left open. More granular statuses would let us retain that history without cluttering the list of requirements we're actively pursuing.
