Fix for accessabilaty
The "Save and Sign" button is emphasized rather than the "Next" button. This means that the wrong button is often used. Would be useful if the "Next" button was highlighted until the user is at final Tab when "Sign and Submit" should be highlighted.1

Only the primary code is copied from the organisation record when creating a new request record
